Ladies and Gentlemen,
It gives me great pleasure to preside over the closing ceremony of this important course. This is my first week in office and I am glad to visit this magnificent college to preside over a senior officerscourse closing ceremony. I attach a lot of importance to capacity building of officers across the rank and file.
Let me start by congratulating the course participants for successfully undergoing the two weeks intense County Commanders leadership Development programme, here at National Police Service Senior Staff College-Loresho Campus. It is my hope that you have benefited from the lessons learnt and that it has changed your way of perceiving and doing things.
My special gratitude goes to the Commandant, your staff and the facilitators for successfully administering this course. I also want to thank the United Kingdom Government through the High Commission in Kenya for their continued support of this programme. Thank you the two Deputy Inspector Generals and Director, Directorate of Criminal Investigations for your continued support of this college.
National Police Service is committed to doing capacity building of the officers. The Constitution of Kenya 2010, Article 244(d) specifies one of the functions of the National Police Service as; training staff to the highest possible standards of competence and integrity and to respect human rights and fundamental freedoms and dignity.
National Police Service Senior Staff College – Loresho Campus from its inception was intended to be a research-based institution that would provide home-grown solutions to our unique security challenges. This has been exemplified in this home grown programme. In our country, just like many other countries in the world, new modus operadi in criminal activity have made it crucial to develop more technology-based and Intelligence led means of fighting contemporary crimes. Every day, criminals become more sophisticated by taking advantage of available technologies to evade detection. Without proper training, police authorities are left in awkward positions with regard to fight against emerging crimes.
I am committed to continue implementation of the ongoing Police Reforms and Transformation. I call upon each and every one of you to support me in these Reforms which are aimed at making National Police Service more effective and efficient. In this 21st Century, we have a duty to provide first class people centered policing in our respective Counties.
I am aware this programme was designed to prepare high cadre Police Officers to be better skilled at: Strategic Leadership, Change Management, Command and Control, and Emotional Intelligence among other skills.
I believe that you now possess the skills needed to be able to steer the Service through massive strategic change, including that of the current Police Reforms.
As a Service, we need to be aware of the changes in the Kenyan society. Policing is increasingly becoming people-centered. Today communities across the country are demanding greater participation in determining how they are policed. Therefore, collaborative leadership is the answer to the security challenges facing us, hence the need to embrace community policing and multi-agency approach as we police an informed society. This calls for change in the organizational culture. In this era, we need Police Officers who are knowledgeable, able to communicate effectively, and able to work in close partnership with all stakeholders.
My word for you is that, having undergone this condensed strategic leadership programme, you have a task of being the agents of positive change in your respective jurisdictions of command and make sure you cascade this knowledge to the officers on the ground.
The ultimate result will be an Effective, Efficient and Responsive Service to the Kenyans we serve.
As my tour of duty as the Inspector General begins, I want to make it clear to every Officer that I am a team player and I look forward to working with all Police Officers, other security sector stake holders and members of the public. I intend to visit officers on the ground up to the station level and camps for those working in operational areas and formed up units. I expect to find officers who are well mentored, disciplined and working within the law. I reiterate my statement made during my swearing in ceremony, that I will fully defend officers who work fairly, firmly, without favour and within the law. However, for those officers who will find themselves on the wrong side of the law, they will be dealt with fairly as provided for by the law or the Service Standing Orders.
With those remarks, it is now my humble pleasure to declare County Police Commanders Strategic Leadership and Development Programme No. 3/2019 officially closed, and wish you safe journey back to your Stations.
