Kisumu Assembly Swears in Interim Clerk

THE Kisumu assembly has an interim clerk posted by the Transition Authority.

Philip Otiende, who was sworn in yesterday by chief magistrate JN Nyagah, was posted on the assembly’s request.

Speaker Pamela Omino said Otiende should unite the assembly.

Moving the motion to compel the TA to post a new clerk, North West MCA Samuel Ombogo said the authority should either confirm the acting clerk or provide a substantive one.

He said the county needs a person who can execute the duties of the assembly, which has several court cases.

Ombogo said the clerk should advise the assembly on matters of law.

He said his motion was not ill-intended and “some members should stop thinking on an individual basis”.

“The assembly belongs to the Kisumu people, not an individual,” Ombogo said.

Migosi MCA Paul Achayo said the motion was good and timely.

The assembly expressed concern that there are many officials in an acting capacity.
