The Broadcasting and Telecommunications Principal Secretary (PS), Sammy Itemere has urged County governments to ensure that their County Integrated Development Plans (CIDPs) are in line with the Medium Term Plan (MTP).
Speaking during stakeholder preparation for the 3rd MTP in Busia on Monday, Itemere said that planning was one of the key drivers of development.
We have had challenges with programme planning going through this process and getting the programmes clearly articulated because it is only what you have documented that will be funded and it must be done in good time, he said.
He stated that some counties that seem to have made progress prepared CIDPs in good time to ensure they are ready when budgeting is done and discussed by Parliament.
The PS further explained that the process was a constitutional requirement which needs to be carried out earlier to ensure that government service delivery is not affected irrespective of who will take over the country’s leadership after the general elections.
After elections, validation of the 3rd MTP inputs will be done in September, discussed in the National Assembly before being signed by the president, he said, adding that the document will be disseminated in January 2018.
Itemere said that the process is ongoing countrywide for a period of two weeks.
