The Commission on Administrative Justice wants Land, Housing and Urban Development Principal Secretary Mariamu el Maawy dismissed.
The Ombudsman has written to the President, saying the PS had failed in her role as the ministry’s accounting officer.
Commission chairman Otiende Amollo has also written to acting Land Cabinet Secretary Fred Matiang’i informing him of the reasons the PS should be sent home.
The commission attached a summary of 165 complaints the ministry was yet to respond to.
“In 2014, the Commission handled 86,905 complaints, of which 7.63 per cent were against the ministry,” part of the letter reads.
“The complaints against it in 2013 stood at 9.73 per cent of 18,257 handled by the Commission.”
According to the Ombudsman, the complaints relate to delays in services, inefficiency, unlawful official conduct, abuse of power, unresponsiveness and inaction.
Dr Amollo said the commission encountered difficulties in resolving the complaints as most of the inquiries to the ministry went unanswered or took long to be addressed.
“The PS has persistently failed to respond to the inquiries or resolve the complaints,” he said.
